In high school, Phelps’ team won the West Virginia State Championship and Phelps was elected to the 1965 West Virginia All-State Football Team. At Emory & Henry, Phelps, a linebacker, helped lead the team to impressive records, including a 9-1 season in 1968, his junior year.
